Deputy Speaker Syed Ghulam Mustafa Shah was presiding over the proceedings when MNA Iqbal Afridi pointed out the lack of quorum shortly after the session began.
The deputy speaker subsequently ordered a headcount after Syed Aminul Haque was asked to move a calling attention notice regarding delays in the K-IV water supply project despite significant expenditures.
As the House was found incomplete, proceedings were suspended temporarily to allow members to return to the chamber. However, a second headcount conducted after the break also failed to meet the required quorum, forcing the deputy speaker to adjourn the sitting until Wednesday at 11:00am.
Tuesday’s session had been designated as Private Members’ Day, during which lawmakers were scheduled to discuss and move a wide range of private bills and resolutions.
The agenda included around 23 private members’ bills and proposed amendments to the Rules of Procedure and Conduct of Business in the National Assembly, 2007.
Among the legislative items listed were proposed amendments related to state-owned enterprises, anti-rape laws, abandoned properties, environmental protection, criminal procedure, child rights, labour laws, and limited liability partnerships.
Bills concerning the establishment of the Federal Institute of Management Sciences, the Pakistan Emergency Treatment Coverage Programme, and legislation related to breastfeeding and child nutrition in Islamabad were also on the agenda.
Several resolutions covering housing projects, renewable energy, digital consumer protection, merger of ad hoc relief allowances into government employees’ basic pay, and curriculum reforms were also scheduled for discussion.
The agenda further included motions on fuel price impacts, urban heatwave preparedness, Pakistan Railways’ performance, delays in education-sector appointments, and disruption in Sui gas supply across the country.
