Pakistan has imposed a moratorium on the establishment of new universities and sub-campuses at the tehsil level.

According to the ruling, the Chairman of the Higher Education Commission has issued official instructions to all vice chancellors and university heads, directing them to stop any current or planned efforts to establish new universities or sub-campuses immediately.

The commission emphasized that no new institutions will be permitted to operate without prior approval and a comprehensive review, which includes obtaining a No Objection Certificate (NOC). It also warned that degrees conferred by unauthorized institutions will not be recognized or validated.

Expressing concerns over deteriorating academic quality, the HEC pointed out issues such as a lack of qualified faculty, insufficient infrastructure, and low student enrollment at various tehsil-level campuses.

The lack of PhD-qualified teaching staff was also highlighted as a significant problem.

The directive mandates an immediate halt to all pending applications, admissions, faculty hiring, construction projects, and land acquisitions related to proposed campuses.

Authorities have been instructed to strictly adhere to this new policy, with penalties including suspension of academic program approvals for any violations.
